Job Summary

The Payroll & Benefits Manager is responsible for leading the administration of our company’s U.S. payroll operations and employee benefits programs. This role will work closely with HR leadership to ensure compliance with federal and state regulations, enhance employee satisfaction with benefits offerings, and ensure payroll accuracy across all U.S. business units. The Benefits and Payroll Manager will play a key role in ensuring timely and accurate payroll processing, as well as managing benefit programs to meet the needs of our U.S. workforce.. This role requires an individual with a deep understanding of U.S. payroll regulations, payroll taxes, benefits administration, and general ledger accounting for payroll related transactions. The manager will be responsible for establishing and enforcing policies and procedures related to U.S. payroll and benefits processes while also continually assessing opportunities for operational improvements.

Key Duties

Payroll Administration & Management
 Manage and oversee all aspects of the company’s U.S. payroll process for both exempt and non-exempt employees across multiple business units in multiple states
 Ensure payroll is processed accurately and on time for employees in compliance with federal, state, and local tax regulations
 Ensure payroll processes and systems can scale with the company's growth, especially in the context of organizational changes like mergers, acquisitions, or global expansion.
 Ensure that payroll issues are addressed promptly and effectively, providing support for employees regarding pay discrepancies, tax questions, and other payroll-related inquiries.
 Monitor and assess employee satisfaction with payroll processes and work to continually improve the payroll experience for all employees.
 Serve as the primary point of contact for payroll- inquiries from employees, HR, and leadership
 Manage time and attendance software, aiding and training to users as needed.
 Provide training to new hires on payroll related items.
 Perform audits to ensure compliance with internal policies and legal requirements, resolving discrepancies in a timely manner
 Work with accounting and finance teams to ensure accurate general ledger entries, reporting, and reconciliation
 Maintain payroll system integrity, ensuring data is accurate and secure, and troubleshoot system issues as necessary
Benefits Management
 Design and execute a benefits strategy that aligns with the company’s business goals and employee needs, with a focus on employee well-being, retention, and attracting top talent
 Collect, analyze, and report on key metrics such as enrollment participation, benefits utilization, cost trends, and employee satisfaction to guide future benefit strategy decisions.
 Conduct regular benchmarking of benefits offerings to ensure competitiveness within the industry and geographic region.
 Continuously evaluate the impact of benefits programs on employee engagement, retention, and overall organizational performance.
 Lead and manage changes to benefits programs or providers, ensuring seamless transitions and minimal disruption to employees.
 Develop and implement clear and effective communication strategies to educate employees about their benefits options, the value of their benefits, and how to utilize them.
 Lead negotiations with benefits providers and external vendors (healthcare, insurance, wellness programs, etc.), ensuring competitive pricing and high-quality service delivery.
 Regularly evaluate the performance of benefits vendors to ensure they meet service level agreements (SLAs) and deliver value to both the organization and employees.
 Oversee the administration of all employee benefits programs, including health, dental, vision, life insurance, disability, retirement plans, and other voluntary benefits
 Ensure compliance with federal and state laws, including ACA, FMLA, COBRA, and ERISA regulations
 Manage open enrollment periods, working with benefit providers to ensure smooth communication and the accurate enrollment of employees

 Work with vendors to manage the benefits renewal process, ensuring competitive offerings and cost-effectiveness
Compliance & Reporting
 Stay up to date on regulatory changes and trends related to benefits and payroll, ensuring the company remains compliant with all applicable law
 Prepare and file regulatory reports such as 5500 filings, ACA compliance reports, and other necessary documents
 Maintain accurate benefits records and provide necessary documentation for audits and reporting to regulatory bodies
 Implement processes to minimize payroll-related risks and ensure timely, accurate payments to employees, taxes, and other third-party entities
 Support annual audits and other compliance audits related to payroll and benefits
Collaboration and Reporting
 Collaborate with HR business partners and department heads across multiple business units to understand specific needs and provide tailored solutions to ensure payroll integrates smoothly with other business operations and benefits integration into broader talent management strategies.
 Partner with the HRIS team to ensure seamless data integration between payroll, benefits, and employee records
 Assist in the development and implementation of new processes or systems to enhance payroll and benefits efficiency
 Assist Finance team with the annual budgeting process as it relates to U.S. compensation related expenses
 Collaborate with finance and legal teams to ensure benefits strategies are aligned with budgetary and regulatory requirements

Qualifications

 Bachelor’s degree or equivalent experience
 Minimum of 5 years of experience in payroll and benefits administration

 Certified Payroll Professional (CPP) or Certified Employee Benefit Specialist (CEBS) certification
 In-depth knowledge of federal and state payroll tax laws, benefits regulations, and compliance requirements (e.g., ERISA, ACA, FMLA)
 Experience with payroll software (e.g., ADP, Workday, UKG…) and HRIS systems
 Strong experience in benefits program administration, including vendor management and employee communication
 Exceptional analytical, problem-solving, and critical-thinking skills
 Excellent communication skills
 Ability to manage multiple projects and meet deadlines in a fast-paced environment
 Detail-oriented with strong organizational skills
 Ability to work independently and as part of a team
 Strong ethical standards and a high level of professionalism
 Adaptable and proactive in identifying opportunities for process improvements

 Minimal travel required, less than 5%
